GLOSSARY
The GLTM Section was established to provide strategic policy on greening, landscaping and tree management with a view to achieving the sustainable development of a greener environment in HongKong.
The duties of Civil Engineering and Development Department are primarily the detailed planning and construction of infrastructure to be operated by other departments.
The Housing Department is the executive arm of the HA. It also supports the Transport and HousingBureau in dealing with all housing-related policies and matters.
Nature of work:
Provide effective professional and technical advice to the Government and quasi- government organisations and to oversee sub-vented, joint-venture and entrusted projects.
Provide architectural and associated professional and project management services for the design and construction of buildings and related facilities.
Provide advice and services on:Drainage;Flood prevention;Sewerage;Greening;Publications and technical advice notes.
Nature of work:
Planning, design, construction and maintenance of the public road system.
Planning and facilitating the implementation of the railway networks
Maintenance and inventory of road side slopes
Nature of work:
The preparation of various types of town plans to guide the proper use and development of land. Theseplans range from development strategies for the entire territory to detailed layout plans for individualdistricts, cross boundary planning and development with neighbouring cities; and
The Department also provides services to the Town Planning Board.
Nature of work:
Emphasis on lease control and conditions
Manage trees on unallocated government land that not managed by other department
Issue Certificate of complication
Nature of work:
Provide services on drainage management, floor prevention
Provide greening enhancement for sewage/ drainage facilities
Manage trees within drainage facilities
The Urban Renewal Authority is a Statutory body established 2001 under Urban Renewal AuthorityOrdinance (Cap 563) responsible for accelerating redevelopment to provide a better living environment and neighbourhood.
The Airport Authority Hong Kong is the statutory body (governed by the Airport Authority Ordinance (Cap. 483)) of the government of Hong Kong that is responsible for the operations of the Hong Kong International Airport.
Previously owned by the Government, it is now a privatised company listed on the Hong Kong Exchange and Hang Seng Index.
Sole Practitioner / Sole Proprietorship
Description: A sole proprietorship is conducted by one person, who runs the business on their own. They gets all the profits of the business, but also takes all the risks of the business. Although they do not have to be responsible to any business partners, they are wholly liable for all the debts incurred in the business.
Co-operative society
Description: A co-operative is a method of working rather that a form of practice. It is based on a commitment to the principles of co-operative working and collective decision making. The size of the firm, liabilities, capital and valuations of the business and members capital should be clearly defined to avoid potential operational and legal problems.
Group Practices
Individual private firms of one profession, under various forms of agreement, may be grouped for their mutual benefit and to give better service while each retains some independence, e.g. association of individual firms and co-ordinated groups.
Consortia
In law consortia are little different from group practices. The term normally implies the association of firms and different professional skills acting as one for carrying out projects jointly yet retaining their separate identity and each with their won responsibility to the client.
Non-governmental organizations (NGOs)
Non-governmental organizations (NGOs) are legally constituted corporations that operate independently from any form of government and generally are not conventional for-profit businesses. In the cases in which NGOs are funded totally or partially by governments, the NGO maintains its non- governmental status by excluding government representatives from membership in the organization.
Joint Ventures
There is no clear legal definition of the term "joint venture", but it is commonly used to refer to a situation where two or more companies / partnerships / sole proprietorships join forces to undertake a single project, usually by setting up a new limited company as an operating structure just for the project. In HK, joint venture is a term commonly used to refer to cross border working.
The Business Registration Office of the IRD is in charge of the registration of a range of business including Sole Proprietorships, Partnerships, Companies and other types of collaborations.
The Registrar of Co-operative Societies is responsible for the registration of societies and their by-laws, the inspection or audit of accounts and general supervision.
The Societies Office is responsible for the registration of Non-profit legal entities as a society under the Societies Ordinance.

Partnership
The Partnership Ordinance defines partnership as “the relationship which subsists between persons carrying on a business in common with a view to profit”.
Partnership Agreement
Partnership Agreement regulates the relationship between the partners, reflecting their collective preferences on how the business should be run.
