Stage 1 planning and design
In Hong Kong’s framework of control, there have 4 types of measures to control land development,they’re town planning, building control,lease control and environmental control.
Stage 2 construction
Under the land lease, usually there are two areas required landscape designers to comply. They are the Tree preservation clause and Landscape Clause In Hong Kong, different government departments are responsible for managing trees in different regions.
Government authorities commonly involved in the management / maintenance of built landscapes: Leisure and Cultural Services Department,Highways Department,Architectural Services Department,Water Supplies Department,Housing Department,Agriculture, Fisheries and Conservation Department,Drainage Services Department,Civil Engineering and Development Department,Lands Department
There are 2 types of landscape clauses in land lease in HK.
The LMP clause applies mostly on sites where new landscape features will be created or sites which are visually-sensitive. It requires submission of landscape plans for approval.
While Simple Landscape Clause is for small sites where the landscape treatment has no impact on adjacent environment, and does not require submission of landscape plans
Stage 3 compliance checking
What files are needed to submit for compliance checking?
The file format can be LMP or LP, which documents need to be provided according to different situations. When development at visually sensitive locations or in areas of special landscape character, we need to submit the LMP. But when the project would have less significant visual/landscape impact, or mainly for visual enhancement, LP is enough to show the information.
